The rules for submittal, review and publication of scientific papers

1.Requirements for materials to be published in the magazine

1.1. Accepted for publication in the Space Engineering and Technology magazine are original scientific and engineering papers that have not been published earlier, fit the magazine profile and meet the below requirements.

1.2. The paper shall be no larger than 20 pages of printed text, including tables, and contain no more than 10 figures, plots, illustrations. All the pages shall be numbered. The text of the paper shall contain drawings, tables, plots and illustrations, if they are referenced in the text.

1.3.  The material shall be presented in the following sequence (according to the standard GOST R 7.0.7-2009, requirements of the Higher Attestation Commission):

  • UDC identifier (to the left);
  • the title of the article in Russian and in English;
  • the full surname, first name and patronymic of all the authors in Russian and in English;
  • contact information: -mail;
  • abstract in Russian and in English, with the abstract in English being no shorter than 100 words (GOST 7.9-95);
  • key words in Russian and in English;
  • the body of the text;
  • findings (or summary);
  • list of reference.

1.4. Figures, tables and plots are to be arranged per standard GOST 7.32-2001.
The size of a figure, a plot shall be such as to make every detail clearly legible.
The tables shall have headings.
The illustrative material shall be provided in color in jpeg (jpg) or tiff (tif) formats with at least 300 dpi resolution. The illustrations shall be no larger than A4 size.
Figures, tables, plots, illustrative material and captions under the figures shall be additionally provided in separate files.

1.5. The text shall be set in S Word, using standard Times New Roman font of size 12 at one-and-a-half space. The margins on all sides are 25 mm wide.

1.6. Equations shall be set in equation editor Math Equation or built-in equation processor Math Type. Equations in the text shall be set without additional spaces between the lines of text. Only those equations are numbered, which are referenced in the text per GOST 2.105-95.

1.7. All letter designations and acronyms used in the text shall be spelled out.

1.8. Dimensions of quantities shall comply with the SI system.

1.9. The items on the list of references shall contain the names and initials of the authors, the full title of the work.
Specified for for books are the location of the publication, the publishing house, and the year of the publication.
For papers, the title of the journal or the collected volume, year of the publication, volume, issue No., numbers of the first and the last pages per GOST R 7.0.5-2008, GOST 7.82-2001.
For patents, the country, the number, the title, the author, the applicant and the patent holder, the application filing date, the date of invention, the name of the publication and its number, the publication date.
The author is responsible for the accuracy of the data provided in the list of reference.

1.10.  Enclosed with the paper shall be the following information about the authors:

  • full surname, first name, patronymic of all the authors;
  • academic title and degree of each of the authors in Russian;
  • job title, place of work (full name of the organization, country, town) in Russian and in English;
  • contact information: -mail, telephone;
  • correspondence mailing address (one for all the authors is acceptable);
  • o photographs of the authors (in jpeg (jpg) or tiff (tif) formats with no less than 300 dpi resolution, and the size of at least 60x40 mm).
    Optionally, the sphere of professional interests may be indicated (in no more than 7 words) and the total number of publications of each of the authors.
    Information about authors shall indicate the responsible author (the author who was delegated to represent the interests of the group of authors), with whom the editorial board will be keeping in touch while working on the paper.

1.11. Materials for publication that fail to comply with the specified rules are not reviewed and are sent back to the author for rework.

1.12. The paper shall be submitted to the editorial board with a complete package of the following documents:

  • representation (a cover letter) from the head of the organization or a doctor of science who is a member of the editorial board or editorial advisory board of the magazine;
  • the manuscript of the paper in two copies printed out on one side of standard 4 size page, signed by all of its authors;
  • a signed licensing agreement;
  • the original of the expert findings on the possibility of publication in the open sources;
  • D or DVD-disk containing the files: the text of the paper in the doc format with figures, plots, tables, illustrations; information about authors; photos of the authors; files with illustrations, figures, tables, plots.

1.13. Manuscript of each paper passes through preliminary examination by experts in order to establish:

  • whether the material is a scientific paper or an engineering science paper;
  • whether the paper is original (not published earlier or partially published and where), whether the results were obtained by the author or borrowed, whether there are proper references to literature;
  • relevance, novelty and/or practical value of the work.
Based on results of the preliminary examination by experts, recommendations are sent to the responsible author as to whether the paper can be submitted to the editorial board or it needs to be revised.

1.14. Based on results of the preliminary examination by experts, recommendations are sent to the responsible author as to whether the paper can be submitted to the editorial board or it needs to be revised.
The authors may disagree with the reviewer and provide a reasoned rationale of inadvisability of full or partial revision. If the reviewer disagrees, the editorial board can send the paper to other reviewer or agree with the opinion of the authors and accept the paper for publication. In case of two negative reviews the paper cannot be published in this magazine.

1.15. The revised and formatted text of the paper for the dummy layout of the magazine issue (proof of the paper) in electronic format is e-mailed or sent by some other means to the author (the responsible author) together with rules for working with the proof. The author shall, within 5 working days, e-mail to the editorial board his/her proposals on correcting errors drawn up in accordance with the rules for working with the proof. Within the above timeframe, the author can make corrections in the proof personally at the editorial office.
If the author has no suggestions, he/she must notify about this the editorial board.
If the editorial board receives no suggestions within the five working days, the proof is considered as approved and the authors take responsibility for possible errors. No suggestions are accepted after the above period of time.

2. Rules of review

2.1. Manuscript of each paper passes through preliminary examination by experts in order to establish:

  • whether the material is a scientific paper or an engineering science paper;
  • whether the paper is original (not published earlier or partially published), whether the results were obtained by the author or borrowed, whether there are proper references to literature;
  • relevance, preliminarily the novelty and/or practical value of the work;
  • consistency with the subject matter of the magazine and compliance with these Rules.

Based on results of the preliminary examination by experts, a preliminary opinion is sent to the responsible author as to whether the paper can be submitted to the editorial board or it needs to be revised.

Editor-in-chief or deputy editor-in-chief may make a decision to send the manuscript of the paper to the reviewers directly.

Copies of reviews or a reasoned refusal are sent to the authors .

2.2. The registered paper is sent for a blind peer review (the author is not told the name of the reviewer) to two reviewers of the magazine. If the paper is presented by a member of the editorial board, the paper is sent to one reviewer.

2.3. The review is expected to cover the following items:

  • whether the contents of the paper reflect the subject identified in the title of the paper;
  • to what degree the paper reflects the state of the art in science, engineering and technology;
  • whether the paper contains a scientific novelty and/or has practical value;
  • whether the paper can be easily understood by its target audience, from the standpoint of language, style, presentation of materials, clearness of tables, diagrams, figures, etc.;
  • whether it is advisable to publish the article taking into account the literature on the subject that was published earlier;
  • what are specific merits and demerits of the paper, what revisions and updates need to be made by the author;
  • an opinion on the possibility of publishing the paper in the magazine: accept for publication, accept for publication with revisions or reject.

2.4. The reviews are certified following the procedure established at the reviewers place of employment.

2.5. The original copies of the reviews are kept in the publishers archive for five years.

3. Rules of publication

3.1.  If the reviewer gives a favorable opinion with critical comments, the authors must revise the paper in accordance with the reviewers comments, after which they are to submit to the editorial board the revised version with response to the review signed by the authors (by the responsible author) stating the date. In this case, the date when the revised version of the paper is registered is taken to be the date of the paper submittal to editorial board.
The authors may disagree with the reviewer and provide a reasoned rationale of inadvisability of full or partial revision. If the reviewer disagrees, the editorial board presidium can send the paper to other reviewer or agree with the opinion of the authors and accept the paper for publication.
In case of two negative reviews the paper cannot be published in this magazine.

3.2. The revised and formatted text of the paper for the dummy layout of the magazine issue (page proofs of the paper) in electronic format is e-mailed or sent by some other means to the author (the responsible author). The author shall, within 5 working days, e-mail to the editorial board his/her proposals on correcting errors. Within the above timeframe, the author can make corrections in the proof personally at the editorial office.
If the author has no suggestions, he/she must notify about this the editorial board.

3.3.  All the papers published in the Space Engineering and Technology magazine are available to the public on the web site of S.P. Korolev Rocket and Space Corporation Energia (RSC Energia).

3.4.  Users registered in the Russian Science Citation Index (RSCI) of the Scientific Electronic Library have access to full texts of the papers in the magazine, as well as information about the publishing activities of an author published in the magazine, including the total number of papers in RSCI, Russian citation index (Hirsch-index), the number of references to each article of the author and information about publications containing references to the authors paper.
