RSC Energia. Council of chief designers

RSC Energia (which is a part of State Corporation Roscosmos) held a session of the Council of Chief Designers for the Russian Segment (RS) of the International Space Station (ISS).

A report about the tasks involved in preparing for launch a Crew Transportation Spacecraft (CTS) Soyuz MS-16 was made by the general director of RSC Energia Nikolai Sevastianov. The upcoming launch will mark the second phase in the flight testing of the rocket and space system which includes the launch vehicle Soyuz 2.1a and Soyuz MS-series spacecraft. The first phase of flight testing was carried out in unmanned mode on August 22, 2019, using Soyuz MS-14 spacecraft. The head of RSC Energia urged to focus on assuring reliable operation of all the systems of the spacecraft, the launch vehicle, the readiness of the launch pad and of all the services.

The progress report on the preparations for the launch of the Crew Transportation Spacecraft Soyuz MS-16 was made by acting executive director/chief designer for Soyuz and Progress spacecraft within the framework of the ISS program of RSC Energia Sergei Romanov.

Reports on the readiness of all the systems and instrumentation of Soyuz MS-16 and the ISS RS were made by representatives of RSC Energia and other organizations involved in the program: RSC Progress, NII TP, Russian Space Systems, NPP Zvezda, NPO IT, TsNIIMash, Orbita, Aeropribor-Voskhod, MKB Iskra, Research Institute of Parachute Engineering, KB KhimMash, NITS, NII SK, TsENKI, ES AKPC Service, IBMP, Cosmonaut Training Center, KB Salyut, NII AO, MNIIRS, PO Korpus, TsNII RTK, TsENKI branch office NII PM, etc.

The mission plan for the upcoming period and a report on the readiness of the ISS, Lead Operations Control Team (LOCT) and flight support assets for the Soyuz MS-16 activities were presented by the first deputy general designer for flight operation and testing of rocket and space systems of RSC Energia Vladimir Soloviev.

Reports on the readiness of the main and backup crews of ISS-63 for carrying out the upcoming program of activities onboard the station and the health status of the cosmonauts were given by the first deputy head of the Cosmonaut Training Center Yuri Malenchenko and deputy director for science at the RAS Institute for Biomedical Problems Valeri Bogomolov.

The NASA representative Jonathan Brogan told about the readiness of the ISS US orbital segment and ground systems for the arrival of Soyuz MS-16, and return to Earth of Soyuz MS-15.

Summing up, the general designer for manned space systems/deputy general director Evgeni Mikrin endorsed proceeding with all the work planned for space transportation support and under the mission plan of the ISS Russian Segment.

The Council of Chief Designers approved RSC Energia proposals on the plan of the upcoming activities to prepare Soyuz MS-16 for launch on April 9. A decision was made to authorize the ISS RS to proceed with the Soyuz MS-16 activities.
