RSC Energia: Council of Chief Designers

RSC Energia (which is included in State Corporation Roscosmos) held a session of the Council of Chief Designers for the Russian Segment (RS) of the International Space Station (ISS).

Director General of RSC Energia Nikolai Sevastianov talked about the tasks for prelaunch processing of the Soyuz MS-15 Crew Transportation Spacecraft (CTS) on the Soyuz-FG launch vehicle and the Soyuz MS-14 spacecraft readiness to complete its mission. He noted that in will be a completing manned launch from the Gagarins launch pad of the Baikonur launch site. The subsequent manned flights of the Soyuz MS spacecraft are planned to be performed by the Soyuz-2.1a LV from launch pad No. 31.

He also emphasized a significant role of the Soyuz MS-14 spacecraft landing as the guidance, navigation and control system with regard to the controlled descent was updated in the spacecraft. The analog descent control system was completely replaced with a digital one based on ARIU (angular rate integration unit) developed at RSC Energia.

First Deputy Director General of RSC Energia Sergei Romanov reported on preparations for the launch of the Soyuz MS-15 crew transportation spacecraft and readiness of the Soyuz MS-14 spacecraft to complete the mission.

Reports on readiness of all systems and instrumentation of the Soyuz MS-15 spacecraft and the ISS RS were also made by chief designers, responsible representatives of RSC Energia and organizations co-executors: RSC Progress, NII TP, Russian space systems, NII Submikron, NPP Zvezda, TsNIIMash, Research Institute for Parachute Engineering, KB KhimMash, NITS, NII SK, TsENKI, Service ES AKPS, IBMP, NII TsPK, KB Salyut and others.

First Deputy Designer General for flight operations and testing of rocket and space systems of RSC Energia Vladimir Soloviev presented the ISS mission results, the flight program for the upcoming period, the state of readiness of the ISS, LOCT and the flight support assets to perform a program for the next Expedition. Altogether at a period of the ISS-60 Expedition it is planned to implement 53 experiments and at a period of the ISS-61 Expedition 51 experiments under the Russian Program including the joint experiments with NASA and ESA. The available resources to perform the Expedition program are sufficient. The ground facilities and the mission control personnel are ready for the launch of the Soyuz MS-15 spacecraft.

NASA Representative Jonathan Brogan told about the status of the ISS US segment and declared on readiness for arrival of Soyuz MS-15.

Based on the results of the meeting the following RSC Energia proposals are approved by the Council of Chief Designers:

  • on the program to complete the mission of the Soyuz-MS-14 spacecraft;
  • on the plan to prepare the Soyuz MS-15 spacecraft for launch on September 25, 2019 and deliver to the ISS the spacecraft crew of three crewmembers.
