Specialists from RSC Energia and relevant Roscosmos enterprises working at the Baikonur launch site have completed a sequence of operations to mate cargo transport vehicle Progress MS-13 to the adapter section of the upper stage of the launch vehicle. The adapter section forms part of the ascent unit (AU) and ensures a mechanical coupling of the vehicle with the payload fairing, as well as integration of the vehicle command interface into Soyuz-2.1a onboard control system.

On November 26, 1989, lifted off from the Baikonur Launch Site was Proton-K heavy launch vehicle, which placed Kvant-2 module into orbit. On December 6, the 19.5-ton space vehicle docked automatically to the core module and became the third module in assembly of the legend Mir On-orbit Complex. Further, Kvant-2 module was relocated by the fifth Expedition crew consisting of A.S. Viktorenko and A.A. Serebrov to the nominal lateral docking port of the transfer compartment using a remote manipulator.

RSC Energia completed training of rescuers under the professional training program participating in the search and rescue support of the ISS flight with Soyuz transport manned spacecraft. Among the trainees are representatives of the headquarters and subordinate authorities of the Federal Air Transport Agency, Federal Bio-Medical Agency and Institute of Bio-Medical Problems of the Russian Academy of Sciences.

At Baikonur cosmodrome RSC Energia specialists continue as planned the processing of the cargo transportation spacecraft Progress MS-13 for the launch under the program of the 74th resupply mission to the International Space Station (ISS).
In accordance with the schedule, after completion of the fuelling operations the spacecraft was delivered to the processing facility and was installed into the dynamic test system for completion of the final phases of pre-launch processing and stowing of the additional cargo of fresh food and onboard documentation into the cargo compartment.

Today, November 19, the technical management at the Baikonur launch site confirmed readiness of cargo transport vehicle Progress MS-13 for filling with propellant components and compressed gases.
According to the decision accepted as a result of the meeting, authorization to proceed with operations at the filling station was given with regard to the combined propulsion system and the refueling system of cargo vehicle. The filling station equipment is ready for operations.

Head of Cosmonaut Training Center (CTC) P.N. Vlasov, Deputy Director General of State Corporation Roscosmos M.N. Khailov, pilot-cosmonaut of the first cosmonaut detachment, twice Hero of the Soviet Union B.V. Volynov, as well as representatives of NASA and JAXA greeted the Conference participants. Cosmonauts Oleg Skripochka and Aleksandr Skvortsov congratulated all those present with the beginning of the conference from the ISS.

On November 2 Felix Segeevich Vlasov, Chief Designer of NII Argon died.
Felix Sergeevich Vlasov was born on November 17, 1937 in Baku, Azerbaijan Soviet Socialist Republic. In 1960 he graduated from Ryazan Radio Engineering Institute. From 1963 at enterprises of NIITsEVT, NII Argon Vlasov was engaged in the development of highly reliable onboard computers. He is an author of over 50 scientific works and 30 certificates of authorship. He is decorated with four medals, Order of Honour, and a badge of Honourary Radio Operator.
