The Republic of Angola was represented at these negotiations by Jose Carvalho da Rocha, Minister of Telecommunications and Information Technologies, Joao Rui Zolana, Director of the Cabinet of Space Programs and other officials.

The parties discussed the terms of an additional agreement to the current contract, which was signed by the parties on April 23 and agreed to start work on the development of Angosat-2 spacecraft the upgraded version of Angosat-1 satellite. According to Jose Carvalho da Rocha, Minister of Telecommunications and Information Technologies, the agreement will allow to start work on Angosat-2 already tomorrow.

During the negotiations Joao Rui Zolana, Director of the Cabinet of Space Programs, said: Angola is proud of the Control Center built by Russian specialists in Funda. The equipment installed there is the most complex from the point of view of technology system available in Angola. The Center Head, Flight Director Amaru Joao in his turn said: Since all the software was installed by Russian specialists, we have no doubt that it is the best that exists in this area to date.

RSC Energia confirmed its intention to fulfill all contractual obligations to participate in the development of the satellite communication and broadcasting system of Angola.

- For the period while the analogue of the Angosat satellite is being worked on, we will provide Angola with frequency resources in C- and Ku-bands for the communication function. Comprehensive assistance will be also provided to the Mission Control Center in Funda. In the near future technical parameters of Angosat-2 will be agreed upon, and well begin to manufacture it, - General Director of RSC Energia Vladimir Sontsev said today.

The Angosat project is implemented within the framework of the contract concluded in 2009. On December 26, 2017 the Zenit-3SL Integrated Launch Vehicle with Angosat-1 SC was launched from the Baikonur Cosmodrome. At the estimated time the satellite was injected into a given orbit, but after a while telemetry information from it ceased to come. Later RSC Energia specialists managed to restore communication with the spacecraft and conduct set of tests using telemetry information received from orbit. At present the Commission consisting of Russian and Angolan specialists continues to work to identify causes of off-nominal situation with Angosat-1 SC. The Commission plans to complete its work in May.

Angosat is a spacecraft made by RSC Energia in the interests of the Republic of Angola to provide the broadcast coverage in C- and Ku-bands over the territory of the Republic of Angola, as well as over the territory of the entire African continent. The Angosat project calls for constructing a communication satellite with a transponder, launching it into geostationary orbit and building the ground infrastructure for communication and TV broadcasting. Enterprises of State Corporation Roscosmos also take part in the project implementation.
