Igor Yakovlevich Ozar

Born September 26, 1961, in Moscow.

In 1984 he graduated from Sergo Ordzhonikidze Moscow Management Institute specializing as Engineer Economist for Production Management.

He began his working career in 1984 at OAO Moskovsky Shinny Zavod as an engineer in the Labor and Wages Department, and then the head of the Economic Planning Department and financial director.
He has been working in aviation industry since 1999. In 1999-2007 - deputy general director for economics and finance, financial director of Sukhoi Design Bureau. Since 2007 he was the head of Sukhoi Design Bureau. Since 2011 he was the general director of PAO Sukhoi Company consisting of the Sukhoi Design Bureau, Novosibirsk aircraft factory, Komsomolsk on Amur aircraft factory, with the total number of employees exceeding 20 thousand people.
In 2015 he became a member of the Board of PAO OAK. In February of 2016 he also became vice president of PAO OAK for military aviation.
Since March 27 through May 14, 2020, he held the position of an adviser to the head of State Corporation Roscosmos Dmitrii Rogozin.

During the period when Igor Ozar was the general director of PAO Sukhoi Company, major contracts for delivery of front-line bombers and fighters for air and space forces of Russia were fulfilled, a stock of long-term orders has been formed, assuring a steady workload for the company.

PAO Sukhoi Company is a major aviation company carrying out a full cycle of activities in the field of aviation engineering: design, manufacturing, testing, post-sales support of aviation equipment. It includes Sukhoi Design Bureau (including flight testing facilities in Zhukovsky and Akhtyubinsk) and production facilities: V.P.Chkalov Novosibirsk Aircraft Factory, Y.A.Gagarin Komsomolsk on Amur Aircraft Factory. The total number of employees exceeds 20 thousand people. The company is on the Top Three list of worlds military aircraft manufacturers.

An independent program was implemented to develop a multifunctional generation 4++ fighter Su-35 in the interests of the Ministry of Defense of Russian and foreign customers. A full R&D cycle was completed and serial production was set up. More than 100 units of Su-35 aircraft were delivered to the RF Air and Space Forces, several dozen units were exported. Long-term contracts for production of the Su-34 have been signed.
The first phase of testing of the first Russian fifth-generation fighter Su-57 has been completed, and a government contract has been signed for manufacturing and delivery to the RF Ministry of Defense.
A number of R&D projects has been completed to enhance combat capabilities of the Su-34, Su-27, Su-25 aircraft.
Sukhoi Design Bureau was the first in the industry to switch to digital design technologies, reducing the cycle of design and production engineering by 30%. The latest aircraft Su-57 was fully designed using digital technologies. Supercomputer simulation technologies were introduced, making it possible to replace a sizeable portion of field tests with computational methods. Modern digital testing facilities were established. A program was implemented for developing competencies in the onboard equipment systems, information and control system, which was awarded a prize from the RF Government.
A modern system for managing aviation programs was established to support timely completion of research and design efforts. Completed in accordance with the schedule was the R&D to develop an unmanned strike system Hunter, the first flight of which in 2019 took place on schedule stipulated in the government contract.
A 30 billion rubles retooling program has been completed, within the framework of, among other things, the federal Targeted Program. Established at the production facilities were modern electroplating, integration and mechanical assembly facilities. Sukhoi production system was introduced, which is a system of continuous on-going projects to raise the efficiency through lean manufacturing.
In the field of personnel policies, the company introduced a modern system of wages based on grades, management of target achievement based on key indicators of efficiency and motivation towards project results. A system was established for continuously enlisting young engineering personnel, promoting career development and professional growth, which resulted in a considerable increase in the number of young managers.
