At Korolev Rocket and Space Corporation Energia under
the chairmanship of Corporation President, General Designer
N.N. Sevastianov took place the next session of the Board
of Chief Designers on the Russian Segment of the International
Space Station (ISS).
According to the session agenda one heard:
- The Report on the status of Soyuz TMA-7 manned transport
spacecraft launch processing (reporter: RSC Energia Deputy
General Designer Yu.I. Grigoriev);
- The Report on the Soyuz-FG launch vehicle flight readiness
to laucnh the Soyuz TMA-7 spacecraft (reporter: GNP RKTs
TsSKB-Progress General Director A.N. Kirilin);
- The Report on the Launch Complex readiness for the
launch of the integrated launch vehicle with the Soyuz
TMA-7 spacecraft (reporter: KBOM Deputy General Designer
V.N. Neustroyev);
- The Report on the ready state of ISS and flight support
means for the performance of the next ISS-12 expedition,
on the results of the ISS-11 expedition flight, on the
mission for the forthcoming period (reporter: RSC Energia
Vice-President, Deputy General Designer V.A. Soloviev);
- The Report on the Soyuz TMA-6 spacecraft readiness
for flight completion (reporter: RSC Energia Deputy General
Designer Yu.I. Grigoriev)
- The Report on the readiness of ISS-12 expedition, VE-9
visiting expedition crew for the performance of the forthcoming
program of activities on ISS and the readiness of ISS-11
crew for descent (reporter: Head of RGNII TsPK named
after Gagarin V.V. Tsibliev);
- The Statement about the health status of ISS-12, ISS-11
and VE-9 visiting expedition crews (reporter: Institute
of Biomedical Problems First Deputy Director V.M. Baranov);
- TsNIIMASh Statement about the Soyuz TMA-7 spacecraft
compliance with Technical Specification and standard-technical
documents, as well as about the readiness of spacecraft,
launch vehicle and station for the next mission phase
(reporter: Institute Deputy General Director A.T. Goryachenkov);
- Customer’s Representation Statement about the Soyuz
TMA-7 spacecraft compliance with requirements and assessment
of its readiness for the forthcoming activities (reporter:
Head of Representation A.S. Krukhmalev);
- General preliminary statement about the readiness of
Soyuz TMA-7 spacecraft, Rocket and Space Complex integral
parts and all ISS technical means for the forthcoming
mission phase (reporter: RSC Energia First Vice-President,
First Deputy General Designer N.N. Zelenschikov);
- Board of Chief Designers draft decision (reporter:
RSC Energia President, General Designer N.N. Sevastianov).
In the course of the Board session one heard co-reports
and information of Chief Designers, responsible representatives
of organizations and enterprises involved in ISS program
implementation.
By the outcome of the review of reports
and statements, the Board of Chief Designers took the following
decision:
- Approve of the results of testing and RSC Energia proposed
plan of forthcoming activities on processing Soyuz TMA-7
spacecraft (works # 217) launch to ISS for October 1,
2005 with the crew of ISS-12 main expedition consisting
of two people (spacecraft commander V. Tokarev and mission
specialist W. MacArthur) and VE-9 visiting expedition
with space flight participant G. Olsen;
- With consideration of the assessment of the actual
state of ISS Russian Segment accept ISS RS for the performance
of the program of the next ISS-12 expedition;
- By the results of assessment of Soyuz TMA-6 spacecraft
readiness for activity completion approve of RSC Energia
proposals on the return of ISS-11 and VE-9 visiting expedition
crew using the Soyuz TMA-6 spacecraft on October 11,
2005;
- Approve of RSC Energia proposals on the mission of
the next ISS-12 main expedition with a duration of 182
days in the period of October 1st, 2005 to April 1st,
2005 with the cargo traffic to the station provided by
the Progress M-55 transport cargo vehicle in December
2005;
- Approve of RSC Energia proposals on the program of
scientific studies and experiments in the phase of ISS-12
expedition and VE-9 visiting expedition;
- Charge RSC Energia (N.N. Sevastianov) with submitting
this decision to the Federal Space Agency and higher
state structures.
At the session it was particularly pointed out that it
would be necessary to improve the quality assurance system
for components and services provided by the organizations
and enterprises involved in ISS project implementation,
as well as to enhance their responsibility for the work
results.
In the work of Board participated responsible representatives
of Roskosmos, NASA, ESA, enterprises and organizations
of Russia’s rocket and space industry.
The session lasted
